I already filed my taxes and want to restart it how do I do that?

I'm not sure what you mean by "restart." If you already filed your tax return you cannot cancel it, get it back, or make any changes. It's the same as if you sent a paper tax return in the mail. If you need to make changes, you have to wait until the IRS has finished processing your tax return and you receive your refund. Then you can file an amended return to make the changes.

What do you mean restart?  You already submitted 2022?  Do you need to change something?   If you efiled you can not get it back.  You have to wait and see if the IRS Accepts or Rejects it when they open in late January (after Jan 24).   If it rejects you can change it and efile again.  But if they Accept it you have to wait until it is fully processed and you get the refund or pay the tax due.   Then you can Amend it.
