I Efiled with Turbotax for 2019. There were not instructions on how to submit the 1099-R forms, which the IRS REQUIRES. Professional tax programs include a feature for submitting electronic copies of 1099-R forms. Turbotax is apparently deficient in this area. Do I now wait for the IRS letter (4 months from now?) asking for the forms? Is there any special procedure for mailing them to the IRS now?

If you efile you don't have to send the actual copies. You did enter them into Turbo Tax right? If you mail your return you only need to attach a 1099R if it has federal withholding in box 4.
