If you have not started a return in TurboTax Online that you can log in and continue, you can start by downloading the 2023 software here: File your 2023 taxes

A 2023 return can only be filed by mail.    If you prepared your 2023 return using TurboTax you can use the desktop download on a full PC or Mac to prepare the state return to mail in, or you could go to the state's tax site to find the form.
