No, it hasn't. I would love to know if someone knows how to actually remove the Premier charge/"service". The link provided was about Premium. I have "Cleared and Restarted" several times, but each time I am automatically saddled with Premier charges, from the get go. Have not filed yet.
Aha! You have to click the greyed out "Skip" button on the initial screen, where it's asking about events from 2021. Not selecting any of the options and then accepting will still hit you with Premier. xD
As long as you haven't submitted payment, deducted the TurboTax fee from your refund, or registered your product, you can erase your return and start from scratch in TurboTax Online by following the instructions in the link below:

I cleared and restarted several times, each time it automatically applied a Premier fee- until I finally noticed the "Skip" button (grayed out, very bottom of initial page) and selected that instead. That was the only time that Premier was not automatically applied to my return (no prompting occurred any of the times leading up to the last attempt). The final time was the only time I received the Free status. Resolved! Already completed return.
