You didn't say what form and what you are entering, so we have to guess a bit what the 4a and 4b refer to. Since you mentioned "church", is this a qualified charitable distribution (QCD) from an IRA? If so, please provide more info, and hopefully someone familiar with QCD's and their reporting in Online TurboTax will be able to help you further.
You enter the 1099R. After you enter form 1099-R keep going. If you have entered a birth date which makes you older than 70 1/2 there will be a page that asks Do any of these situations apply? Midway down is Were any of these funds sent directly to a charity? Then it will ask for the amount.
The code in box 7 of form 1099-R must be 7 and the little IRA/SEP/SIMPLE box must be checked. A IRA QCD should be 0 taxable on 1040 line 4b and the QCD box checked. Unless you have other 1099R taxable amounts on 4b. You can’t do a QCD from a 401K.
If you are looking at a summary screen or review screen those show the full amount as income and lump a lot of stuff together. You need to check the actual 1040 form and make sure it's right. Check lines 4b & 5b for any taxable amounts.
