TurboTax did automatically include federal taxes withdrawn from my paycheck in 2016, but did NOT include the taxes paid upon filing my federal return even though it is deductible in Iowa. How can I add this?

That should be asked on an interview screen when you do your Iowa state tax. The screen should be titled "Enter your Federal Tax Info" and you can add it there. The answer below speaks of reporting the refunded part, but you would report the additional tax here as well.
