Whether you can use regular Free Edition (which is for very simple returns) depends on the specific forms in your return as explained below. I'll also tell you about the other free product.
TurboTax has 2 free products, but you are not in one of them. You appear to be using Online Deluxe Edition, which is a paid version. I'll tell you about both free products below.
NOTE: If you haven't already filed, you may be able to change editions. If you have already paid/filed, then the following will not apply.
The regular Free Edition is for very simple returns and not everyone can use it. Certain forms are not available in Free Edition and require an upgrade to Deluxe, such as Schedules 1-3, itemized deductions, etc. Did you start in Free Edition and had to upgrade? If you haven't already paid or registered, and if you are sure you don't need Deluxe, you can use the "Clear and Start Over" feature to choose Free Edition, but depending on the complexity of your return you may not be able to use regular Free Edition. If you need to itemize deductions, for instance, or have one of the Schedules 1-3, etc., you won't be able to use it, and it would ask you to upgrade.
FAQ: How do I clear and start over in Online TurboTax?
The other free product (TurboTax IRS Free File Program) is fully-featured and can prepare all the usual forms and schedules. It is even more powerful than Deluxe. But one has to meet one of the qualifications to use. See below:
To qualify for free 2019 federal and state tax returns through the IRS Free File Program delivered by TurboTax, you just need to meet one of these requirements:
If you qualify for that program and want to use it, see these 2 FAQs:

FAQ: How do I switch to the TurboTax IRS Free File Program?
It is going to cost me more money to upgrade then the credit it's trying to give me. Is there anyway to opt out?
TurboTax Free Edition is intended for taxpayers with very simple returns that can be filed on Form 1040 without any schedules. If your tax situation requires additional forms/schedules, you will be prompted to upgrade.
For more information, please see Why do I have to upgrade from Free Edition?
If you feel your situation still meets the requirements for TurboTax Free Edition, you can switch back by using clear and start over to erase your current return and start from scratch. You can start over as long as you have not registered the product, submitted payment, or deducted your TurboTax fee from your refund.
Hello @MichelleLO @Thanks for getting back to me so quickly. The reason they want me to upgrade is to receive a $30 credit. It will cost me more to upgrade, can I reject the credit; or can I just uncheck the retirement box
We are needing more information to be able to assist you.
What type of credit is this? Was this credit issued by TurboTax? Please respond here and someone will post with the next steps.
It's called the retirement savings contribution credit. I believe it's because I put money into a 401k? It popped up when Turbo Tax checked for other tax credits. Does that make it a credit issued by them?
The credit they want to give me is $30, upgrading turbo tax is going to cost more.
I would rather not get the credit and not be forced to upgrade. Is there a way to do that?
Hopefully this made sense and thanks again for taking the time to help me.
You cannot uncheck the box. However you can select that you are a student. It will not make any other change to the return. @NM08
