How do I know if I am a resident of Detroit?

I live in Sterling Heights, but Sterling Heights is not an answer to the question "Which Cities Did You Live or Work In?". Does this mean I should not answer the question, or just select the city I live closest to?

If you did not live or work in Detroit or any of the cities listed, then you would not answer the question. Do not select the city you live closest to. This will generate a tax form, that would be only filed by someone living or working in that city.
