i think you entered your 1099G in the wrong section of the return. Here is how to enter.
You may have entered these under the other common income section of the return. This is the only reason i can think on why the program may have generated a Schedule C.
if you have entered this correctly according to the steps provided, delte it and enter it again. Turbo Tax does ask a question asking if this is a government issued 1099G or non-government issued. Make sure you indicate this is a government issued document. This may have also triggered a 1099G.
Thanks for the suggestion. I figured it out after trying for an hour repeatedly walking through the questionnaire.
When I uploaded the 1099-G, TurboTax was populating a box that wasn't filled in on the form nor a box I could edit via the questionnaire. I had to delete the form and manually type it in.
I dont't know why TurboTax would auto fill a box from an uploaded doc, but not give you the ability to update / correct it. That just seems like a flaw in the software.
A year goes by and Turbotax does not pay attention here and does not fix the bug. This was clearly caused either by import function of the 1099-G form or by creating Schedule C after 1099-G is already imported. Whatever it is, it was correctly listed as family leave section on the income view and still had same error. I deleted 1099-G and added it by hand and that worked.
