The Final Review may just be asking you to confirm the amount that is entered there, and not necessarily to make an entry. If the field is blank, you may be able to Continue past this screen (it probably means you had no carryovers from 2020).
Your 'Total Withheld' is on your 2020 Form 1040, Line 25d. Your 'Total Payments' would be on Line 33.
Federal Carryovers can be losses, deductions and other entries, that are carried from last year to be used this year. TurboTax prepared a Federal Carryover Worksheet for you in your 2020 return, if you want to review it.

Thank you Marilyn, I appreciate your quick response. I'm still a little confused because of the way Turbotax phrases what they need, just making sure I'm inputting the correct info (can't skip past it). It says "We still need to know your total payments and withholdings for your 2020 CA Tax Return." Why 'for' 2020? That's what's confusing me.

If you owe California tax this year, they may be trying to determine whether to assess an 'underpayment penalty'.
If they see you had enough withheld to cover last year's taxes, and this year may just be an anomaly due to some unexpected income (that didn't have tax withheld), they may not assess a penalty this year for underpayment of tax.
Since we can't see your return in this forum, this is what I am guessing. You can Contact TurboTax Support where they can look at your return to give you a more definitive answer.
