No.  There is legislation in Congress for a stimulus package.  The legislation has not passed Congress yet so the President cannot sign the legislation into law.

The senate is working on a stimulus package which is likely to include at least one $1,000 payment to individuals, phasing out with a 2018 AGI of $75k. Families may receive $2,400 plus $500 per child, likely to be capped. The tentative 2018 AGI for families is $150k for joint filers. All this is tentative and subject to change but there is most likely something pending. No guarantee this won't be taxable though.
