If a taxpayer was eligible for a Recovery Rebate Credit in 2021, but did not file a tax return to claim one, the IRS is sending those out to eligible taxpayers by January 2025.  This may be what you are referring to.

However, a dependent would not be eligible for the credit.  If you claimed her as your dependent on your 2021 return, then you received the credit.

Here's more detailed info on the IRS Recovery Rebate Special Payments.

Does she need to file the tax return as independent to claim any rebate? Can we claim her a dependent?

@taxmoney101 There are no stimulus --or "rebate" checks for 2024 tax returns.   The deadline to get the 2020 recovery rebate credit was May 17, 2024.    Anyone who could be claimed as a dependent for 2020 was not eligible for the credit.

If your daughter is a full-time student under the age of 24, you should be able to claim her as a dependent and you get the $500 credit for other dependents and perhaps education credits.  Dependents cannot get eduction credits.

WHO CAN I CLAIM AS A DEPENDENT?

You can claim a child, relative, friend, or fiancé (etc.) as a dependent on your 2024 tax return as long as they meet the following requirements:

Qualifying child

  • They're related to you.
  • They aren't claimed as a dependent by someone else.
  • They're a U.S. citizen, resident alien, national, or a Canadian or Mexican resident.
  • They aren’t filing a joint return with their spouse.
  • They're under the age of 19 (or 24 for full-time students).
    • No age limit for permanently and totally disabled children.
  • They lived with you for more than half the year (exceptions apply).
  • They didn't provide more than half of their own support for the year.

Qualifying relative

  • They don't have to be related to you (despite the name).
  • They aren't claimed as a dependent by someone else.
  • They're a U.S. citizen, resident alien, national, or a Canadian or Mexican resident.
  • They aren’t filing a joint return with their spouse.
  • They lived with you the entire year (exceptions apply).
  • They made less than $5050 in 2024.   (Not counting Social Security)
  • You provided more than half of their financial support.

When you add someone as a dependent, we'll ask a series of questions to make sure you can claim them. There may be other tax benefits you can get when you claim a dependent.

Thanks! looks like i can claim my daughter as dependent in 2024 return.

There is a rumor that DODGE may distribute $5000 as rebate in 2025 or 2026 to each person, so if we file my daughter's tax return as independent in 2025 / 2026 , i think she would be eligible to receive any DODGE benefit. Correct?

Anything we say pertaining a new stimulus would be pure speculation.
