As of June 14, 2020, I have not yet filed my returns since deadline got extended till Jul 15.
Using 2019 Home & Business software, I'm getting the two following messages:
1) Form 1040: Individual Form 8960 Net Investment Income Tax will be ready soon for both E-Filing and filing by mail.
2) Form 1040: Individual Form 8995 Qualified Business Income Deduction Sim will be ready soon for both E-Filing and filing by mail.
When I do a software update, it tells me it's all up to date.

If your program says it's up to date or you can't update it then do the Manual Update. This has also fixed the State forms not available problem for some users.
I just tried tried that based on your suggestion. It's telling me that TurboTax 2019 is not installed
I'm having same issue. Did you ever get a solution?
If you can't update your TurboTax for Windows software using the normal update method, you can download and install a manual update. This is an executable file that can be downloaded locally or onto a removable device for transfer to another computer. Manual updates are available for TurboTax for Windows federal CD/Download software products. They're not available for the Mac or TurboTax State programs, nor will they convert an older version of TurboTax to the current version.
