TurboTax does not support tax year 2019 so the license code is no longer valid.

You would need to seek out a local tax professional to assist in completing the 2019 tax return.

If the 2019 tax return has a tax refund, the refund will not be paid since it is beyond 3 years from the due date of the 2019 tax return.

Sorry you can no longer use Turbo Tax to prepare or amend a 2019 return.   Not Online and not using the Desktop program.  You need to do it yourself or go to a local tax place or accountant.  Or get the blank forms from the state to do by hand.  

Even if you find or reinstall the Desktop program,  you will never be able to activate the 2019 program with the License Code.   The License Code started in 2019.  So 2019 needs to connect to Turbo Tax to verify the License Code.  But they have stopped supporting 2019.  And you can’t download the state program.
