I'm working as a freelance that provide help to other people through an online website. I negotiate with the site's client on a job price then the platform take a fee for completed job and calculate my payout (I made about $350 so far and I expect making $800 max). My question is If I didn't withdraw any of my payouts this year 2019, do I still have to declare them in my return? I'm inquiring about the federal and state tax (I live in NY)
Also, In case I withdraw those payments. Do I have to make quarterly payment to Federal or State knowing that my total payout would be less than $1000 for this year?

Yes you have to report all your income. That is self employment income. You can enter Self Employment Income into Online Deluxe or Premier but if you have any expenses you will have to upgrade to the Self Employed version. Or you can use any Desktop version. All the Desktop programs have the same forms. You just get more help and guidance in the higher versions.
You may get a 1099Misc for it. It may be for the full gross amount before the fees were taken out. You need to report all your income even if you don't get a 1099Misc. You use your own records. You are considered self employed and have to fill out a schedule C for business income. You use your own name, address and ssn or business name and EIN if you have one. You should say you use the Cash Accounting Method and all income is At Risk.
Self Employment tax (Scheduled SE) is automatically generated if a person has $400 or more of net profit from self-employment. You pay 15.3% SE tax on 92.35% of your Net Profit greater than $400. The 15.3% self employed SE Tax is to pay both the employer part and employee part of Social Security and Medicare. So you get social security credit for it when you retire. The SE tax is in addition to your regular income tax on the net profit.
