An update: DO NOT USE FORM 2210. I have so far found 5 errors in the TurboTax calculation:
1. When using the annualized installment method, line 10 column (a) in part 3 of form 2210 is supposed to be equal to schedule AI line 27 column (a). Instead, it is equal to line 27 column (a) + line 27 column (b).
2. The tax computations on schedule AI, line 14 column (a), (b), and (c) are incorrect.
3. Self-employment tax on line 15 of schedule AI is incorrectly also included in line 16, resulting in a double-counting of self-employment tax and a line 17 column (d) total tax that incorrectly exceeds the total tax shown on form 1040 line 24.
4. 2020 refunds applied to 2021 are supposed to count as a tax payment starting in the first quarter of 2021. Instead, 2020 refunds applied to 2021 are incorrectly ignored on form 2021.
5. Line 7 schedule AI incorrectly excludes amounts on line 12(b) of form 1040.
The real problem here is that no one from Intuit is listening.
We are all just doing their software verification for them and then reporting the results to ourselves.
Form 2210 is loaded with errors with no ability to report them or get a resolution date. I can't help but wonder how many other forms are screwed up.
I typically take the time to verify my results but I didn't pay Intuit so that I would have to do a deep dive into all their software to make sure it works.
Here's a tip, DON'T USE TURBOTAX and encourage others to do the same.
I called TurboTax customer support, waited in queue, talked to an agent, shared my screen and showed the error on 2210 line 10 (doesn't match line 27 on for AI), and was assured that the team would investigate. This morning I got this email:

It says that TurboTax is working on it and gives a link for updates, but the link is broken.
I called last week and again today (got to a tax expert this time but still not tech support). Basically getting the run-around and being told that tech support will investigate if enough people complain about a problem with Form 2210.
I'm not optimistic.
This comment refers to the email response that soccerdavid received. Quoting from the irs article: "Enter the amounts from Schedule AI, Part I, line 27, columns (a) through (d), in the corresponding columns of Form 2210, Part III, line 10.' As multiple people have noted both on this series of comments and another half a dozen similar comments about Form 2210 errors, this is precisely what Turbotax is not doing (line 10 box (a) is not equal to Sch AI, Part 1 line 27). Whomever the Intuit idiot(s) were that investigated the problem and said Turbotax was doing things correctly are incompetent.
I have called twice myself and the last time i was told that I would be notified by email when this problem was fixed. Haven't received such an email yet, so hopefully someone competent is actually still working to correct the Form 2210 errors that we have all reported.
Latest TT update on 2/24/22 has fixed the error with Form 2210 line 10 box (a). Line 10 now matches Form 2210AI line 27. This has eliminated the bogus underpayment that TT previously calculated. However, the step by step page for entering annualized withholding still shows incorrect date (7/15/2021) in second and third periods: should be 6/15/2021.
Update from 2/24/22 didn't fix all of the problems with Form 2210. Filed my return after this update eliminated underpayment penalty, but IRS rejected because of additional issues with Form 2210 in those cases that income and withholding are annualized. TT indicated that an updated version of Form 2210 will be issued on 2/25/22 to correct the additional problems so my return can be accepted. Crossing my fingers that they finally fix all the issues with this form, but I'm skeptical based on their poor performance to date.
Never received the promised 2/25/22 update to Form 2210 and it is still not available this morning at 8am EST, so I can't refile the return that IRS rejected because of Turbotax errors.
Form 2210 Line 10a is now correct. I thought Schedule AI Line 14 was wrong, but it is also correct for me. I can finally e-file.
I do show that Form 2210 is available as per the IRS forms availability table for TurboTax individual (personal) tax products. If you are using TurboTax Online, it should automatically update for you, however, if you are using TurboTax Desktop, you may want to run updates.

TiffanyL, I don't think anyone disputes that Form 2210 is available since we are all trying to use it. The problem is that it still has errors. For example, Sched AI, line 7 still does not include Line 12(b) from Form1040. When will this be corrected?
Thank you for sharing that information. The updates should have been completed today so that there are no errors showing. If there are still errors, it could be that the updates are close to being done, but not just fully competed. You can reach out to TurboTax customer support to see if an agent can determine what is going on.
And the tax calculation on 2210AI lines 14 a, c and c are incorrect.
