I used Turbo tax 2019 to file my taxes, however, it was always rejected.  I spoke to 2 different agents who worked with me and 3 times we filed and 3 times it was rejected.  I finally just gave up and filed manually, however, in filing my state tax manually, I was still charged 24.99 for the filing.  I still have no answer as to why my e filing was rejected.

We don't charge an e-filing fee in TurboTax Online.

When you pay for TurboTax Online, you're charged a tax preparation service fee.  The prep fee is charged whether you e-file or print and mail your return.

An e-file rejection just means that some things on your return don't match the IRS database.   You should have received an email with information regarding the rejection reason or code.  When you sign in to your Online account, you will see information regarding the rejection also.   There are many many possible reasons your return was rejected.

Not all rejections will have explicit guides to fixing the information. If you aren't guided to your solution, search for the item causing your rejection and go to that section (you might also be able to find your rejection in the below list of the 10 most “popular” IRS rejects).
