This is mainly a user community forum, but we can tell you how to check on your Federal and state returns, and I've also left info below on how to speak to a live agent at the IRS if necessary, and/or the state tax agency.
Some returns are processed fairly quickly, while others require additional processing due to specific items in the return. Some are pulled at random for more thorough investigation. This IRS FAQ gives some situations where it might take longer than 21 days:

Here are some things you should do:
If you efiled, you should double-check to be sure the returns were efiled successfully and accepted.
If you used Online TurboTax, you can sign into your Online Account and check the efile status at the Tax Home. What does it show for both the Federal and state returns? Does it say accepted, rejected, printed, or something else?
If that showed it was accepted, you can use the "Where's My Refund" tool at the IRS website below to monitor the status of your Federal refund.

You can also try phoning the IRS refund hotline. I've seen it work for some users when the WMR tool didn't. 800-829-1954

If your efiled Federal return was accepted, then since it has been longer than 21 days since you efiled, here's how to speak to a live IRS agent to inquire about the delay.
IRS: 800-829-1040 (7AM-7 PM local time) Monday-Friday
When calling the IRS do not choose the first choice re: "Refund", or it will send you to an automated phone line.
You are asking about STATE taxes, right? The IRS only handles Federal. Check your state's tax website for the status. Just be aware that some states are very slow.
I agree her question here sounds like it's geared mostly toward a state return, but I left information about both Federal and state refunds as an answer here, based on a post in another thread that I first encountered, where she mentions the IRS.
So I provided the full spiel in case she's asking about both.
