You can't import a CSV file of 1099's into TurboTax Desktop. However, if you can't import from Fidelity, here's How to Enter a Summary in Lieu of Individual Transactions.
Try turning off your anti-virus software and importing again.
If you're using TurboTax Online, you can attach a PDF copy of your 1099-B transactions to your return by choosing 'summary'. You'll be asked for the file a few screens later.
Make a summary entry for 1099-INT/DIVs.
