I entered both my income and my wife's income and taxes withheld. For some strange reason, we get the total taxes withheld refunded. Then I go to itemize my deductions which far exceeds the standard deduction but it does not increase my refund when in years past my itemized deductions provided additional refund. I do not understand why this year is different

If you are already getting all of the tax withheld back, there is nothing from which to increase your refund. Itemizing deductions will not change it if you are already getting it all back.
If you have no tax liability on the tax return, Form 1040 Line 18, entering itemized deductions will not change your your refund since you have no liability. You will get a tax refund for the all the tax payments you reported on the tax return.
