Failure attempting to TRANSMIT Federal and State Taxes

I completed my Federal and CT Taxes, did all the reviews and went through the process to e-file everything. I completed all the questions.  When I go to transmit I get this Error message

Turbo Tax Deluxe 2023

FAILED_VALIDATION.  There is an update available  for your version of Turbo Tax. Before you can file electronically  you will need to get this update.   A Federal return that matches this state return could not be found  The IRS requires that all linked state returns be file after on in conjunction with the Federal Return.

I verify that there are NO Updates available    I tried to Efile the Federal only and get the same FILE VALIDATION error.  Ive done this with No firewall, all Cookies and Cache refused (Chrome)

Right now I am at a standstill and want to submit my taxes

Here are several troubleshooting steps that you can try:

• If you are using a downloaded version, uninstall and reinstall the program from your MyDownloads folder.  How do I find my TurboTax for Windows software download?
• If that doesn't help, or you downloaded TurboTax from a CD, try a manual update. What is a manual update?
• Turning off your VPN and anti-virus software during the update can help as well.
