Turbotax has answered the question of whether or not we need to report a second 1099-G associated with stimulus rebates but they stop short of explaining how. I really wish it was possible to suggest additional details be added to their answers rather than only being able to say it helped or didn't help.
I received a second 1099-G from Illinois (first was for tax refund and second was for rebate). Entering the refund 1099-G is straight forward but, for the rebate, I'm not sure what to put in the "Total of all your payments and withholding" box but, more importantly, Turbotax (online anyway) won't let me enter that second 1099-G for the same state.
Are we just supposed to add the two numbers together and enter it as a single 1099-G then use the already entered (from refund) payments and withholding information?

Yes, combine the amounts from both forms 1099-G and enter as one form. The box for total payments and withholding should include the items listed below from your IL tax year 2021 return. In your 2021 print/download you should find your IL State return and line 30 on IL-1040 typically shows those amounts.
- Amounts withheld on your W-2, W-2G, and 1099
- Estimated tax payments for 2021 (including any paid in 2022 for 2021 - it's common for the fourth quarterly payment to be made in January)
- Overpayment from 2020 applied toward your 2021 return
- Payments made with an extension of time to file
- Refundable credits

That’s kind of what I guessed but it seemed like the more intuitive thing would’ve been to allow for multiple 1099-Gs from the same state (especially after the last 2 years worth of stimulus distributions - wasn’t something I dealt with).
For others, like me, who may be dealing with this for the first time, finding the original answer could be made easier if the question mark links were working and, even then, this added information would be a huge help. Hope the original answer on this subject gets amended to include the info you’ve provided.
