Do I have to send money if I owe it to file an extension?

Yes, that's the only way to avoid penalties for late payment. Filing an extension doesn't delay the date that tax liability is due. An extension only delays the filing date. See the TurboTax FAQ below which explains how to pay taxes when filing for your extension.
