my husband has a W-2 from the department of homeland security. The address on the W2 was sent to an Oklahoma address, but the actual income was earned while he was working in Arizona. We live in Montana. Do we count this as income from Arizona or Oklahoma or Montana?

It all depends on his home of record. When he was working in Arizona did his official residence change to there or was it still in Montana? He may need to file a non-resident alien tax return in Arizona in order to avoid paying taxes in two states. Good luck.
Assuming you are not active duty military, the income is Arizona source income and reported on an Arizona return. Since you live in Montana, you will file a non-resident Arizona return and a resident Montana return. Montana will give you credit for tax paid to another state.
