I'll assume you are referring to a 2023 return.
I'll suggest a couple of things even though you may have already tried a lot of suggestions. We have no way of knowing which ones you tried.
Are you using a VPN? If so, have you tried without it?
If you are efiling both Federal and State returns, instead of efiling them at the same time, have you tried efiling only the Federal return? If that works, then after the Federal return has been accepted, you can try to efile the state return.
Are you using desktop software or Online TurboTax?

I won't bother telling you all the things I attempted to fix the problem after reading all of the "ERROR 2" messages on this forum -- because I just tried to e-file my federal return by itself (I had tried that before) and -- LO AND BEHOLD... it was sent and has already been accepted!! YAY!!!
Now I will try to send my 3 state tax returns and keep fingers crossed that they will work. If not, I'll try them individually and see how that goes.

No luck filing my 3 state tax returns. I tried sending them all together and, also, individually. I have wasted so many hours on this. I am unhappy that Turbo Tax has not resolved its ERROR 2 problems -- and I see I am in good company. "WE are experiencing internet connection problems...." leads one to believe it is a Turbo Tax problem and something that will be resolved in the near future. But --- NO! The suggestions I found online want me to turn off my firewall and anti-virus software -- things I don't want to do. FYI, I had previously downloaded software (state programs) successfully -- and -- transmitted other tax returns successfully. I am an unhappy camper. I realize I can file my state returns on paper (several hundred pages worth), but will need to get a retund for the $25 each e-filing fee I paid thinking everything was going to work splendidly. WRONG!
Sorry you're still having problems. Here's how you can speak to the folks at TurboTax Customer Support to see what they suggest, and if it remains unresolved after that, also address the efile fees you've paid:

@dmtyler and mesquitebean - I'm with DMT in that error 2 seems to be something that Intuit is well aware of, yet has no solution for those many of us whom experience this problem. I'm sure there are some very smart and experienced IT people at Intuit who, if we had access to them through customer service, would have been able to guide us to a resolution within minutes of starting a call. As it stands now, this error and Intuit's inability to provide a solution has not only led me to file my returns this year by mail but forces me to use another tax software vendor next year because I'm concerned that error 2 will occur again! Count me with DMT as one very, very unhappy camper.
Sorry you had all that trouble. I would like to see members of the Tech Support team assigned to look through the community forum on a rotating basis, but I haven't seen one post in the forum in several years, and even then it was very rare. Granted, I don't see every post, but I see a lot.
In my forum search of that error, I'm not sure there is a "one size fits all" solution. Some West Virginia filers were getting that error in early filing season and a user anecdotally said for him it was a PDF they were attaching was too large--reducing the size worked for him. A couple others said they adjusted their browser trust zone settings, while others said that didn't work for them. So I'm not sure anyone knows what "THE" solution is.
