That is the $40 service charge you pay when using the totally optional Pay with Refund to have your TurboTax account fees paid from the federal tax refund.

If you can pay your TurboTax fees before you file----pay using a credit or debit card---or you will end up paying an EXTRA $40 refund processing fee to  a third party bank.  The third party bank receives your refund from the IRS, takes out what you owe to TurboTax and a $40 fee for themselves, and then sends the rest of the refund to you.
