No.   The question is regards to having a New Employer.

Those preliminary questions have no effect on your tax refund or tax due.  The question was asked in order to lead toward whether you will have a different employer from whom to enter a W-2.   If he had more than one employer in 2022, he would have more than one W-2 to enter.  A promotion within the same company would not cause you to get a different W-2.
