If you are using the desktop version of Deluxe, some versions come without one free state. For the versions that include one free state, you will have to pay for the second state but you can use Deluxe, regardless.

Each state return incurs an additional charge with the online versions.

And....if you use the CD/download software there is an extra fee to e-file each state return; you can avoid the state e-file fee by printing and mailing the state returns instead of e-filing them.
