Do I report Box 14 on WD, it has OR STT, OR STT W/O, and ORD, when I enter the amounts, it increases my State refund. Do I ignore these figures?

Not sure what things you are looking at in box 14...but .

The Description is just text. the $$ boxes and the tax "Category " boxes are more important

You have to be careful to assign the proper Tax Category to each one....do not use the default
