It is not taxed but only reported on your return.

No, the stimulus payments are not taxable income.  You do need to enter the stimulus payments in TurboTax, as you might be eligible for additional payment if the form of the Recovery Rebate Credit if you received less than what you were eligible for with the first two stimulus payments.
