Generally, your federal tax return should not be included with your Louisiana State Tax Return.
However, if you file a Schedule H (disaster relief) with your Louisiana return, then you'll need to include a copy of your federal return that indicates the amount of the credit, a copy of Federal Form 3800, and a copy of the appropriate IRS form to substantiate the amount of the credit.
Individual Louisiana Returns can be mailed as follows:
A return for which a payment is due should be mailed to:
- P.O. Box 3550, Baton Rouge LA 70821-3550.
- Print the last four digits of your Social Security Number on your check or money order.
All other individual income tax returns should be mailed to:
- P.O. Box 3440, Baton Rouge, LA 70821-3440

It is state dependent......in MS you are not required to submit a federal return along with your state.
