I do not have to file a Federal return as my Adj Gross Income is under 10K, I'm filing single and I am older than 65 (85). My Fed Adj Gross does exceed MI allowed exemption- but that income is all exempt from tax in MI. My Fed adj gross income is my Soc Sec. and my Pension which is non taxable in MI so my Income Subject to tax is "0" (line 14 on MI1040).
You stated that your Federal adjusted gross income exceeds your Michigan allowed exemptions. So according to Michigan's Department of Treasury website you are required to file a Michigan State Tax Return even if you do not owe any tax.

The Michigan Department of Treasury specifically states that if you meet either of these two situations, "A tax return must be filed even if you do not owe Michigan tax."
The Michigan Department of Treasury further clarifies this as follows: You must file a Michigan Individual Income Tax return if you have income that would be included in federal adjusted gross income that exceeds your allowed Michigan exemption allowance(s).
