You stated that your Federal adjusted gross income exceeds your Michigan allowed exemptions.  So according to Michigan's Department of Treasury website you are required to file a Michigan State Tax Return even if you do not owe any tax.

 

The State of Michigan's Department of Treasury website states that you must file a Michigan state tax return if you file a federal return or your income exceeds your Michigan exemption allowance. 

 

The Michigan Department of Treasury specifically states that if you meet either of these two situations,  "A tax return must be filed even if you do not owe Michigan tax."

 

The Michigan Department of Treasury further clarifies this as follows: You must file a Michigan Individual Income Tax return if you have income that would be included in federal adjusted gross income that exceeds your allowed Michigan exemption allowance(s).
