Did anyone with tax topic 203 get their refund yet? I am reading about offsets and turbo tax fees. I am wondering if it could be for my state taxes that are due this year

Your federal tax refund will not be offset for state taxes currently due for tax year 2019.

Is it true what people are saying then about tax topic 203 being used for the turbo tax refund processing? I have no debt of any kind so I'm confused.

No, the 203 is direct from the IRS and TurboTax cannot keep your refund through the IRS offset program.  Call the phone number in this link- Topic No. 203 Reduced Refund- if they say you have no offset, then you should get your refund as expected.
