My husband's paycheck is usually garnished for student loans. However, due to COVID-19, the garnishments have been suspended. Also, taxes shouldn't be garnished for student loans either, because of COVID-19. Do I have to still fill out the injured spouse form this year to make sure taxes aren't garnished or they will not garnish the taxes even if I don't fill out the injured spouse form this year?

Tax refunds are still subject to all offsets. If you were planning to file an injured spouse form, you should still do that.
IRS will not garnish student loan payments as of March 13.
