Hi, Can you tell me how to add my year 3 of the Cares act withdrawal? I am using the deluxe desktop windows version and all the instructions I find are for the online version.

You are referring to IRS form 8915-F Qualified Disaster Retirement Plan Distributions and Repayments.
Forms availability says that the form will not be available until February 16.
Can someone walk me through how to enter the 3rd year of cares act withdrawal? I was able to do it last 2 years but I cant figure it out with this years question template. Any help would be appreciated. Thanks.
I took 80k spread out over 3 years which should be 26667 per year
Yes. The third and final year has arrived to enter the remainder of your 'disaster distribution' of your retirement fund. Form 8915-F should be available today.
If you took a 2020 COVID distribution—and didn’t elect to pay tax on the entire amount—your 2022 tax return will include Form 8915-F, which reported the taxable amount for 2021 (one-third of the total amount of the 2020 distribution), and the amount to carried forward to 2022 (also one-third of the total amount). See the article below for specific steps based on the type of retirement distribution you received a distribution from.

It keeps putting me in an endless loop and wont let me file my return.. please help!!
