cannot open download

I downloaded Turbo tax for my PC. When I opened it, it said "not a,microsoft verified app". help.

I have not enter my code.

I want to start over again. Or, used intuit signin to enter code and do my taxes.

Go to this TurboTax website to download the desktop software you purchased and make sure you select Windows for the operating system - https://turbotax.intuit.com/personal-taxes/cd-download/install-turbotax/

Are you using Windows 10 or 11 in S mode?  You may  need to switch out of S mode.  See this Windows FAQ.  The second item is how to switch out.
