Can our daughter claim the $60 California Renters credit if she is claimed by us as a dependent away at college, and has rented an apartment for 7 months?
The instructions are confusing. The federal requirements for claiming a college student living away from home as a dependent indicate the child is considered living at home as their permanent residence even though they are away at college. The California requirement for renter's credit states the person must be living in their primary residence for more than half the year. Can both be true?

No, if the child is only away to attend school, that would be considered a temporary residence and your home would continue to be her primary residence. The apartment where she lives for school would not be her primary residence.
