That response unfortunately has absolutely nothing to do with my problem. My problem is that I am trying to pay for filing for tax returns with a foreign address, using a valid US based credit card with a US based billing address that is different from my foreign address.
The problem I believe is a technical problem in turbo tax. When I click the continue button after entering all the correct billing details for the credit card I get a dialog window saying:

Hello, I happened upon a similar problem when trying to complete my taxes this year. I have still not been able to pay, and need to submit before 17 June deadline for expats.
I followed the steps above, but have not been able to pay, the message I receive is the following : "There was an error with your card number or security code". I have tried three different cards (credit and debit, all US cards) and I have tried a US VPN. Nothing has worked.
Where do I go from here to be able to pay and submit my taxes?

If you have a US credit card with a US billing address then you will have to temporarily change your mailing address to the billing address for the credit card.
Click on My Info on the left side of the online program screen. Edit your Mailing Address. After the mailing address has been changed return to the File section of the program in Step 2 to complete the payment process. Once the payment has been processed return to My Info and change the Mailing Address back to the original address.
I have already followed these steps and unfortunately it did not work. I still received the same error message
