I saw this answer. But there were some other answer which says, if not file yet then can eFile and then send the Form 8621 manually by mail. There is different instruction in different answers, so not sure which one is correct and proper as per IRS procedures.
The IRS instructions for the form (Instructions for Form 8621) permit it to be filed as a stand-alone form only for taxpayers who are not required to file a tax return.
If you electronically file your tax return using TurboTax, and you do not include this form, you would need to attach it to an amended tax return, Form 1040X.
Alternately, you could attach it to a paper filed Form 1040 but if you have tax due, you would need to override calculations on your tax return since TurboTax does not support this form in the software.
Thanks, As I need to file the return so best would be to file the paper return. I don't have any tax liability due to Form 8621 and its for information purpose only.
Can I get the 1040 and other forms filled from Turbo tax and download, print and attach 8621 and file manually?
I am at last stage of my return and under tax tool, when I click on print I get option to pay now or later. If I click pay later nothing happens and I am not able to download/save PDF
As I am not able to eFile as Turbotax does not support, still I need to pay full fee?
The form 8621 is not a stand alone form that can be submitted without the information from the rest of your tax return. Since there is income that may need to add to your tax return the form needs to be included with your filing.
You can only chose to pay later if you are going to receive a refund large enough to pay the TurboTax fees and you efile your return.
You can pay for the return and then you can download and print the return and mail it to the IRS.
Yes, the full TurboTax fees applies as efiling is not a separate fee.

If the federal tax return is not e-filed, then the state return cannot be e-filed, it must be printed and mailed to the state.

It depends on your state if the Form 1040 is required and any supporting forms or schedules. The Filing Instructions page for the state tax return will tell you which of the federal forms need to be included with the state tax return, if any.
