Not all W-2's will have information in box 18. There would only be entries there if your locality (town or city) has additional taxes withheld and taxes are withheld for that locality.
Check your W-2 entries to make sure there is nothing entered for boxes 18, 19 or 20.
You can also try deleting your Form W-2 and reentering it if the problem persists.

typically box 1 , box 16 , and box 18 are the same. you can cross verify by checking box 1 and 16 first , once you have identified that they are the same you may enter it in box 18 . i hope this helps .

Poor answer. For 30+ years my W2 NJ Box 18 has been blank and box 19 has an non zero value for NJ state unemployment tax. Turbo Tax never had a problem with that until this year. This is a bug in the software. I don't want to modify Box 18 and have it not match the W2 sent to the IRS, that's just asking for an audit. Oh and Turbo Tax didn't find this "error" until after I paid them.
It's challenging when employers use the wrong box for certain withholdings. Officially, the unemployment tax withholding should be entered in Box 14. Box 19 is strictly for local income tax. An example is Newark, New Jersey (NJ) where they do have a local wage tax withholding and unemployment tax. On the other hand Pennsylvania (PA) has a local tax in every jurisdiction and they also have unemployment tax withheld on all employees.
