I have no penalty, but Turbotax filled out a form 2210, checked Box A and wrote in "85% waiver". I submitted the return, but it was rejected

I have no penalty, but Turbotax filled out a form 2210, checked Box A and wrote in "85% waiver".  I submitted the return, but it was rejected saying:

F2210-003 - If Form 2210, Part II, Line A checkbox 'WaiverOfEntirePenaltyInd' is checked, then [WaiverExplanationStatement] must be attached to Form 2210.

I do not need a waiver and even if I did, I should not need a statement since the "85% waiver" is in the box.  I cannot find any way to delete the form 2210.  When I try to delete it in Forms View, it does NOT go away.  What can I do?

Trying to understand what the deal is with Form 2210. TurboTax software error? In 2017 our estimated tax quarterly payment was calculated higher than we knew we really needed to pay. We paid less to the IRS quarterly throughout 2018. My wife and I are both retired and she needed to cut back on her independent contractor work so we wouldn't exceed the earnings limit for those receiving SS retirement benefits who have not yet reached full retirement age. Although we paid less quarterly than what was stated on the quarterly voucher, we still paid too much to the IRS. Because we paid less than the estimated tax calculated in 2017, I suppose that's why Form 2210 even entered the picture. Penalties are only imposed upon people who end up owing the IRS and didn't pay enough to cover their tax liability throughout the year. I think it was a mistake to send this scenario to Form 2210 in order to explain the situation on a waiver. The situation should be obvious just by looking at the amount of tax paid throughout the year and comparing that to the amount owed. Obviously if one pays more throughout the year than what is actually owed, there should be no waiver explanation necessary, and obviously no penalty.

kbernstein had a solution earlier.  I tried and it worked. Repost the solution below:

FINALLY -- I successfully filed my return!  Here is how:
Go to Forms View
Go to Part II:  Reasons for file
Right Click near Box with X in it to get short menu and press Override  (may need to move mouse around to get correct spot to do this)
Remove X in Box
This makes the Form 2210 not needed, but leaving in it evidently caused no problem.
(I tried to do the same for the words "85% waiver", but they are still there and did not matter.)
Save and file your return.  Received an acceptance in less than an hour.
Note I am using Desktop TurboTax on Windows 10.

e-file dhould be fixed on 3/1 per TurboTax
If you need to file earlier, you.hsve to print and mail.

Removing the X from the option A  the 85% waver works. The description above worked well for me just a right click on the X and overriding so the selection can be removed.  Form drops out of the file list.

I was not able to do this on the Mac version.

I also was not able to edit the option A box on the Mac version. Does anyone know if TT is working this problem on the Mac version of the program?

TurboTax fix updated to March 1st:  
"The proposed fix date for the issue has been postponed to March 1st, 2019. For Windows/Mac Desktop, workaround if Box A is checked is to print and mail the return (yikes!  better to wait for the fix).  If Box B is checked, you can click "Explain" to created the attachment.

Bobby, check to see if there is an update available dated 02/21/19, I got one when I closed, rebooted and opened the program. Looks like it will work.

2/21/19 update didn't work for me. Will wait for 3/1/19 update. The question for workaround by mailing return is do you include or not include Form 2210 with option A box checked (which is my case)?

I'm an old civil engineer, not a CPA or a lawyer. I would read the instructions to see if Form 2210 is filled out correctly and, if so, I would include it. If IRS doesn't like it, they will mail you a letter telling you what to correct and what you owe, if anything. It's happened to me several times and it's no big deal.
You have until April 15th to file but if you have a refund coming you will want to get in early.
