Another poster above commented that a Turbotax tech support person gave him the solution to our problem. Mine was rejected twice before I tried the following solution which worked simply and beautifully:
"1. Go to Forms and select Form 2210.
2. Right click on box A already checked by TT. You might have to move around a little. I had to move a little to the right. A drop down menu will appear.
3. Select "Override" and the check mark will turn RED. Click on it and the check mark will disappear.
4. Move your mouse to where TT inserted "85% waiver" and right click, just off to the right and again select "Override."
5. The words 85% waiver will turn red. Delete it.
6. Save your return.
I ran through the TT checks and then E-filed. It was accepted by IRS within 30 minutes."
