I filed with turbotax and accidentally selected the deluxe edition at the start of the process. I had one W-2, a single, simple, 1040, and <$4k in income. At the end of the process, turbotax asked for payment which seemed weird because I have always been able to do this for free in the past (still hadn't realized that I was in deluxe edition), but there was no amount listed for payment or anything like that, so I decided to proceed. The next page then displayed that I had been charged $143. I immediately contacted customer support to ask if it was possible to refund this, and was told that it was, and that they had issued a refund that should show up within a week. I assumed this would me I would be back in the free edition upon restarting. I went back to the taxes page, and discovered myself still in deluxe mode, with no option to downgrade. After calling again, I was assured multiple times that I could file in the current state of the program, and the refund would go through. I was very hesitant, because I thought the refund might not come through, but after triple checking with customer service, I decided to take their word for it. 3 weeks later, no refund, and I then discover the clause that putting in payment information and filing constitutes satisfaction with the service, meaning there will be no refund. I have been fleeced out of $143, I could've done my taxes in <1hr on my own on paper they were so simple. Customer service tells me that I was given misinformation and that there is nothing that they can do, and no department that they could pass me to that could help. Does anyone know of anybody or any department that I could contact about this?

I submitted a refund request with this information and it was rejected, with a message about "TurboTax Online can be used at no cost up until the point that you submit payment. Once payment has been received, the product is considered to have been used to prepare your taxes, regardless of whether you print or electronically file your return, or if it's rejected."
this is very different information from what I was assured of on the phone by the Turbotax representative.
