Good morning,
Why am I receiving this bill when you’re fees you should have been deducted prior to sending off federal taxes and or state taxes. Please advise. Thank you.

You misunderstood how the payment of your fees is handled by "refund processing."
When you choose "refund processing" TurboTax gets its fees when the IRS releases your refund. TurboTax was not paid immediately when you filed your tax return.
TurboTax waits for your fees to be paid while you wait for the IRS to issue your refund. Your refund goes to the third party bank. The bank takes out your fees and then that bank sends the rest of the refund to you.
Is your refund taking an unusually long time to arrive? Or was your refund seized to pay a debt you owed? if so, you signed an agreement that says TT can withdraw its fees from your account. TurboTax would have sent several emails to you before they took the money out of your account.

What is Refund Processing Service?
Santa Barbara Tax Products Group, LLC (SBTPG) is the bank that handles the Refund Processing Service when you choose to have your TurboTax fees deducted from your refund. This option also has an additional charge from the bank that processes the transaction.

If you request to have your TurboTax account fees paid from the federal tax refund, those fees are deducted when the IRS issues the tax refund. If the tax refund is delayed by the IRS then TurboTax will send you 4 emails requesting payment before the fees are debited from your account.
