When you use desktop software you get 5 free federal e-files and software for one state of your choosing (unless you buy Deluxe without state software--it comes with or without state) . In order to e-file a state return there is a state e-file fee--you can avoid that fee by printing and mailing the state. That is not a "Costco" thing--that is just how desktop software is priced no matter where you buy it.

TurboTax is asking you to pay for what? Did you read this thread and see that you pay to e-file a state return when you use desktop software--no matter where you purchase the desktop software.
Or---have you made a mistake we are seeing some people make---did you purchase desktop software from Costco and then accidentally use online TurboTax? If you "logged in" to prepare your tax return and used an account and user ID then that might be why you are being asked to pay--because you used the wrong software. If that is what you did, contact customer support.
