There is no "pay by check" or "installment payment plan" option. Where is it?

As of April 2019, I go to the "File" section and when I get to the payment options, there is only a "pay by credit card" and "pay with your federal refund".

Those options are only to pay the Turbo Tax fees.  Those are the only way to pay.  If you have the fees deducted from your refund there is an EXTRA 39.99 Refund Processing Service charge (44.99 in California)  so pay with a credit card.

And you do not have a federal tax due if it's giving you a choice to deduct the fees from your refund.  Do you have a state tax due?  After you pay the fees you can pick how to pay any tax due.
