Having to amend my 2023 tax return, to date I have not received this tax refund yet. After months of IRS extensions, and reviews, it came down to a simple error. I loaded an erroneous travel W2 from an incorrect year in the amount of $2500. This was not enough to change my overall tax bracket. It did change my refund amount of an estimated $7400 to $7200. However, when correcting the 1040X, it now says I have to pay $266. Why? Why am I having to pay this $266, when I haven't received my initial refund for that year? Why wouldn't the corrected amount just be sent when this amended return is finally sent to me?

It assumes that you have already received your refund as you are filing the return. You can adjust the refund received amount to zero and it should solve the problem.
Awesome, thank you for that
Next question, how do you set the refund amount to zero? Having never had to do this, I'm unfamiliar with that
In TurboTax Desktop you can change to Forms and manually change the number on your 1040-X. If using TurboTax Online you may need to switch to TurboTax Desktop. If you print your return to mail, you could make the changes on the paper copy before your file depending on what is easiest for you.
