WHEN IT ASKS FOR LAST YEARS AGI...IS IT REFERENCING 2022 OR 2023

It's referring to the AGI on the return you filed last year, for tax year 2022. This year you're filing your tax year 2023 return.
Tax year 2022
I thought so, but I am copying it right off of my returns and its saying it's wrong!
Try entering 0 for the AGI. The IRS might have processed your return later so the AGI didn't get entered in time. Especially if you mailed it. That works for most people. See,

If you can’t get it to efile you will have to print and mail it.

Be sure to attach copies of your W2s and any 1099s that have withholding on them. You have to mail federal and state in separate envelopes because they go to different places. Get a tracking number from the post office when you mail them for proof of filing.
I didn't mail in last year...I efiled. If I put "0" in the AGI line, won't it be worse?
You can create an online account with the IRS and view your previous filed return, including the adjusted gross income.
What would be worse? Entering your 2022 AGI doesn't affect your return. That's just so the IRS can verify who you are. Try entering 0. It's common to have to enter 0.
