After two rejected attempts to file, I had to mail my returns. I then had to pay a second time today to refile, and it was rejected still. Can it be refunded?!

Not sure why you would have paid a second time.   You will have to discuss that with customer support if you really paid twice somehow.   But you do not get a refund for having to mail it instead of e-filing.  The fee is the same whether you e-file or mail it in an envelope.  With online TurboTax you are not paying an extra fee to e-file; you are paying to use the software.

 

No one in the user forum can resolve a billing issue.  If you have a question about your TurboTax fees or billing, make sure you use the word “billing” in your request for help.  Do not use the word “refund.”

What exactly do you mean by "refile"? What did you do, and when? Did you use the same TurboTax account that you used for the tax returns that you mailed?


After you mailed your tax returns you were finished. You should not have been doing anything else in TurboTax. Did you try to e-file after you mailed the returns? You can't do that. But TurboTax might have let you try. It has no way of knowing that you actually mailed the tax returns that you printed.
